The Saturna Island Local Trust Committee gave first reading to a draft bylaw amending its Official Community Plan as part of a First Nations relationship-building project.[1]
Planner Brad Smith said there had been no responses from First Nations to the first round of introductory letters and outlined formal First Nation and agency referrals as next steps if the committee gave first reading.[1]
Trustee Lee Middleton questioned whether the phrase “presence of Coast Salish peoples since time immemorial” might be empty jargon and asked whether more refined terminology or an archaeological record might be appropriate.[1]
Smith said that, based on his experience with First Nations, they see themselves in that time and do not regard the phrase as hollow context.[1]
The committee also passed a motion finding proposed Bylaw No. 132 was not contrary to or at variance with the Islands Trust Policy Statement.[1]
