Saturna trustees defer bylaw enforcement policy
The Local Trust Committee will seek further engagement with First Nations before considering adoption of the policy.

The Saturna Island Local Trust Committee deferred adoption of a draft bylaw compliance and enforcement policy after discussion about property inspections, notice periods and engagement with First Nations. [1]
The policy would consolidate standing resolutions for compliant enforcement and establish enforcement priorities, while staff said the Land Use Bylaw’s 24-hour inspection-notice provision was inconsistent with the proposed policy’s 30-day notice requirement, with some exceptions. [1]
The Bylaw Compliance and Enforcement Manager said the Local Government Act allows a bylaw officer to enter private property at any reasonable time, while a trustee said the legal standing of the policy wording was not understood to be the same as the wording in a bylaw. [1]
A proposal to exempt people of First Nations ancestry with fee-simple ownership and long-term attachment to the island was discussed, and the committee said it wanted time to engage with First Nations before proceeding. [1]
The committee also gave first, second and third readings to a bylaw repealing the Saturna Island Local Trust Committee meeting-procedures bylaw and sent it to the Islands Trust Executive Committee for approval. [1]
